City Manager David Waltz
DavidDavid Waltz has been the City Manager of Blue Ash since 2006 and oversees a budget of $45 million along with 400 full-time and part-time employees. Blue Ash is a premier suburb of Cincinnati USA, and has been rated twice as one of the Top 50 Fabulous Places to Raise a Family in America and among FORTUNE Small Business magazine’s 100 best places in America. The City also boasts award winning amenities such as the Blue Ash Golf Course (Top 50 Public Golf Course in the U.S.), Cooper Creek Event Center, Blue Ash Recreation Center, and the new Summit Park. Blue Ash is also home to over 2,000 businesses including Procter and Gamble, Ethicon Endo Surgery, and Kroger. 

David is a Pennsylvania native with a master’s degree in administration from Wright State University and an undergraduate degree from Gannon University. His government experience began as executive director of the Shelby County Planning Commission where he worked with the Honda Motor Company on a $100 million expansion project. He later became the City of Silverton’s first City Manager and successfully managed the city toward fiscal health and established the Silverton Development Corporation.  During his 25+ year career, he has been involved with numerous economic development projects involving clients such as Honda, Citigroup and Sunny Delight, as well as smaller neighborhood and main street revitalization projects.

Assistant City Manager Kelly Harrington

Kelly_HaringtonKelly Harrington is the Assistant City Manager for the City of Blue Ash. She started with Blue Ash in April 2007 as the Assistant to the City Manager and was promoted to her current role in May 2012. Kelly’s duties with the City of Blue Ash include oversight of Economic Development, Community Development, Communications, Council Relations, and Citizen Contact. Kelly previously served the City of Clayton, OH in a similar capacity. 

Having held several board positions with the Southwest Ohio Association of Municipal Management Assistants and the Cincinnati Area Manager’s Association in the past, she also currently serves as the Past President of the Greater Cincinnati Chapter of the American Society of Public Administrators (ASPA). She was honored to receive ASPA’s Early Careerist Award in 2011. Kelly is also a proud alumna of the Cincinnati USA Regional Chamber C-Change (Class 8). 

Kelly has a Bachelor’s degree in Environmental Geography from Ohio University and a Master’s degree in Public Administration from the University of Dayton.

Economic Development Director Neil Hensley

NNeil Hensleyeil Hensley is the director of economic development for the City of Blue Ash.  In that role, he is responsible for the business attraction, retention and expansion efforts for the City.  Prior to joining the City of Blue Ash, Neil was with the Cincinnati USA Regional Chamber for 30 years and was responsible for international business development activities.  During that time he worked with hundreds of companies from around the world and helped attract thousands of new jobs and more than a billion dollars of capital investment for the region.

Neil is active in international business development groups in the region and is a founding board member of the Japan America Society of Greater Cincinnati, the European American Chamber of Commerce, Greater Cincinnati Foreign Trade Zone, Inc. and the India – U.S. Business Network.

Neil is a native of the Greater Cincinnati area and is a graduate of the University of Cincinnati, with a degree in German studies.  He is also an avid gardener and is a certified Master Gardener and has completed a certificate in Horticultural Therapy.
