Board of Site ArrangementThe Board of Site Arrangement reviews all new commercial construction and multi-family developments of three or more units. The Board meets on the second Tuesday of each month, immediately following the meeting of the Board of Zoning Appeals. The Board of Site Arrangement can approve new developments in either a one-phase or two-phase process. A Concept Plan approval offers an applicant the opportunity to present a proposed development site to the Board without first investing a significant amount of time and money into drawings and site engineering on a design that has not yet been reviewed by the Board. A Concept Plan approval generally approves the approximate size, location, and height of buildings and the location of parking areas and drive isles. It may also include approvals relative to unique site circumstances such as landscaping buffers or site lighting. A Final Plan approval grants an applicant the right to proceed with a project once all administrative Zoning, Engineering, and Building requirements have been satisfied. A Final Plan approval sets the precise location, size, and height of buildings, the number and location of parking spaces, the location of landscaped areas, the type of landscaping required, the location and type of site lighting, signage, other details that are specified on the plans, and time limits relative to beginning the project and completing it. The Plan Review Checklist details the items that must be submitted for each type of review. If there is not enough information available for a Final review, but more than required for a Concept review, the applicant may submit the additional information. Although the Board will not grant a Final approval in such situations, the additional information and any discussion relative to it may offer additional comfort to the applicant during preparation of plans for Final approval. |
